PAPIRUS guide on implementing public procurement of innovation

A guide to implementing public procurement of innovation (PPI) has been published by the EU-funded PAPIRUS project, providing a basic introduction to the topic as well as recommendations based on the experience of the PAPIRUS project partners.

The guide includes the explanation of public procurement of innovation, the benefits it brings, implementation rules and steps as well as lessons learned from the PAPIRUS project. Demonstration cases from Italy, Germany, Norway and Spain are included in the document, providing real-life examples of PPI in practice.

The guide also looks at organising and planning for PPI in advance, conducting a dialogue with the market, implementing tenders, carrying out an evaluation, and more. The guide is currently available in English and Spanish and will soon be translated into Italian and German.

The PAPIRUS project aims to promote, implement and validate innovative solutions that help European cities to embrace sustainable construction. One of the project goals is the introduction of a new public procurement process focused on providing nearly zero energy materials for the repair and construction of buildings.
