Rijkswaterstaat is a government agency owned by the Dutch Ministry of Infrastructure and the Environment. Rijkswaterstaat has a long and outstanding history in developing and managing the national infrastructures for roads and waterways. Since 2013 it also takes the lead in implementing national and international policies for environmental protection and sustainability, including policies on waste management, resource efficiency and public procurement.

In executing the implementation of these policies, Rijkswaterstaat offers products and services that can be used by governments in all sorts of public-private collaborations and partnerships for facilitating, building and maintaining knowledge networks, acquiring and disseminating knowledge, monitoring, developing policy instruments and counselling on policy and implementation. As a result, Rijkswaterstaat is the contact point on environmental issues for business, (knowledge) institutions and government bodies for information and advice, financing, networking and regulatory matters.
